What are true needs?

We should not simply think of "what users want" = "needs.

A true need is something that adds value when the user gets it.

In today's labor-shortage environment, there are unusually large numbers of people who want to automate visual inspections. However, simply having a machine take the place of a person does not create added value. There may be some benefits, such as the elimination of missed inspection points, but these are only secondary. It is only by creating direct added value, or to put it simply, "money," that users, manufacturers, and everyone else will be enriched.
